E-invoicing in Angola: what changes in 2027
E-invoicing is already mandatory for large taxpayers and suppliers to the State. The extension to all remaining taxpayers is set for 1 January 2027 and involves work that cannot be done in December.
The timeline
After a transitional adaptation period between October and December 2025, electronic invoicing became mandatory on 1 January 2026 for large taxpayers and for companies that supply the State. On 1 January 2027, the obligation extends to all remaining taxpayers.
What the obligation requires in practice
Issuing a PDF is not enough. The system has to issue, report, validate and archive the invoice in line with the rules of the Invoicing Regulation. That means data integrity, a searchable archive and integration with internal invoicing processes, not an exporter bolted onto the end of the process.
Why December is too late
The technical part is the quickest. What takes time is mapping the document series in use, cleaning up customer data, deciding what to do with documents issued outside the system and training the people who invoice. In projects we have supported, this work takes six to ten weeks, while operations keep running.
What to do now
Start with an assessment: which documents you issue, in which system, and what is missing against the rules in force. With that map, the rest is planning. If you use Cegid PRIMAVERA or Softpack Gestwin, the ERP is already prepared by the vendor; the work is on your configuration and your data. If you use Sage X3, Angolan e-invoicing comes with the legal pack we build and maintain.
