An agent that looks for VAT errors: what it needs to know about each country

In September Cegid showed an agent that diagnoses the VAT settlement. An agent like this is only as good as the rules it knows, and the rules change from country to country.

On 16 September, at the Cegid Partner Summit in Porto, Cegid presented more than 25 AI agents. One of the two the press release describes is the VAT Diagnose Agent: it identifies errors in the VAT settlement and suggests corrections, to reduce manual review time. For a finance director, it is a promise that is understood at once.

What the manufacturer says and what it does not yet say

The press release does not say which ERP the agent belongs to, since when it is available, or in which countries it works. Nor does it say which tax rules it is based on. These points decide whether the agent suits a specific company, and only the manufacturer can clarify them. We will not compare what has not been published.

A VAT agent is worth the rules it knows

Detecting a VAT error takes two things: reading the company’s data and knowing what the country’s law requires of that data. The first is AI work. The second is tax content, which has to be up to date and specific to each jurisdiction.

Anyone operating in more than one country feels this at once. The obligations in Portugal, Angola and Cabo Verde differ in the returns, in invoice reporting and in the documents that must exist. An agent that knows only one of them flags as an error what is correct in another country, or lets through what is mandatory there.

Tax rules in Sage X3

In Portugal, Sage’s localisation handles SAF-T (PT), invoice reporting to the AT and the ATCUD; we implement and configure it. In Angola and Cabo Verde, the legislation is ours: in Angola, Sage X3 Local Angola handles VAT, the periodic return and SAF-T (AO), and e-invoicing is a separate module; in Cabo Verde, VAT and the e-invoice required by the DNRE.

This is the configuration on which Claude can check entries in Sage X3: it reads the document, checks it against the country’s rule and shows the person the rule in question, the amounts and the proposed correction. It follows the design in our article on agents and ERP: the AI proposes, the person approves, and changes to rates, exemptions and document series always stay with whoever answers for them. We have this check in demonstration: we show it with test data, on Sage X3, to anyone who wants to see how it works.

Questions for anyone evaluating an agent like this

  • Where do the country’s rules come from and who updates them when the law changes?
  • Does the agent show the reason for each error flagged, with the amount and the document, or only the result?
  • Who approves the correction and what is recorded?

If the answers are clear, the agent saves time on the close review. If they are not, it is one more source of doubt for the finance team.

If you use Sage X3 in Portugal, Angola or Cabo Verde, ask us for a conversation. We start with a VAT month that is already closed, to compare what an automatic check flags with what your team found.
