Sovereign cloud and data centres in Portugal: what changes for a company's ERP
In May the Government approved the national sovereign cloud and data centre plans, and Sines is attracting world-scale investment. For a mid-sized company's ERP, what matters is simpler.
In May 2026 the Government approved the National Sovereign Cloud Plan and the National Data Centre Plan. The latter has 15 priority measures for 2026 and 2027. The sovereign cloud infrastructure will be run by IP Telecom and should be complete by 2030; public bodies are to adapt by June 2027.
Meanwhile, Sines has become one of Europe's largest data centre hubs. Start Campus plans six buildings and 1.2 GW in the early 2030s, and construction of the second building was due to start in February 2026. In November 2025, Microsoft announced more than 10 billion dollars in AI infrastructure in Sines, with Nscale, NVIDIA and Start Campus.
The sovereign cloud is mainly for the State
The sovereign cloud is meant for public bodies and State data. For a private company it is not, for now, a new option for hosting the ERP. What these plans bring companies is more data centre capacity in Portugal and more attention to where data is kept.
What matters for a mid-sized company's ERP
- Where the data is kept: in Portugal, in another EU country or outside the EU.
- Who has access to it and under which law.
- What happens if the data centre fails: is there a replica elsewhere, and has anyone tested the restore?
- How long the ERP can be down without stopping the business.
The large Sines campuses are designed for AI and the big clouds. An ERP with a few dozen users needs a well-sized server, off-site backups and a team watching it, and that already exists in data centres in Lisbon and Porto.
In the Sevways cloud, servers are in Lisbon or Porto, chosen in the contract, in data centres of NOS Empresas and Claranet Portugal. If data location is a requirement of your sector or your clients, that is where we start the assessment.
